The general assembly finds that provisions of this chapter:
(1)are necessary to address unique issues faced by the Muncie
Community school corporation;
(2)are necessary to take advantage of the relationship between
Ball State University and the Muncie Community school
corporation; and
(3)are not precedent for and may not be appropriate for issues
faced by other school corporations.
