§ 14-8-2-123 — "Highway, street, or right-of-way"
"Highway, street, or right-of-way", for purposes of IC 14-16, means the entire width between the boundary lines of a way:
(1)that is publicly maintained; and
(2)when any part of the way is open to the use of the public for
purposes of vehicular travel.
