Text

(a)Except as provided in section 9 of this chapter and subject to subsections (b) and (c), if an applicant for a permit complies with:
(1)this article; and
(2)the rules adopted under this article; the director shall issue a permit.
(b)The division shall:
(1)maintain a list of parties with experience and interest in mining commercially minable coal resources who request in writing to be given notice of the filing of complete permit applications under this chapter with respect to coal bed methane; and
(2)give written notice of each complete permit application filed under this chapter with respect to coal bed methane not later than fifteen (15) days after the filing date to each party on the list maintained under subdivision (1), and to each party that files an affidavit under IC 14-37-
