The utility owner of the reservoir located within the boundaries of the reservoir conservancy district has sole authority and control over all activities to control:
(1)the water level of;
(2)the water quality of; and
(3)the availability of water from;
the reservoir located within the boundaries of the reservoir conservancy
district.
