Text
Powers granted by this article may be used only
to accomplish each purpose set forth by the court in the order
establishing the district. However, a district plan or act of the board
necessary to accomplish a purpose for which the district is established
is not invalid because the district plan or act incidentally accomplishes
a purpose other than a purpose for which the district is established.
