The purpose of the program is to provide financial assistance to:

(1)soil and water conservation districts;
(2)land occupiers; and
(3)conservation groups; to implement conservation practices to reduce nonpoint sources of water pollution through education, technical assistance, training, and cost sharing programs and to manage invasive plant species.
