If, after the hearing and consideration of the factors set forth in section 7 of this chapter, the board determines that a petition should be denied, the board shall, when appropriate, do the following:
(1)Record the determination.
(2)Deny the petition.
(3)Notify a representative of the petitioners in writing that the
petition is denied.
