In all planning for the use and development of water and related land resources of rivers in the system, including the construction of impoundments, diversions, realignments, riprap, roadways, crossings, channelizations, locks, canals, or other uses that change the character of a river or destroy the river's scenic values:

(1)full review and evaluation of the river as a scenic resource shall be given; and
(2)the environmental impact of the proposed use and development shall be determined as specified in IC 13-12-4; before the commission approves plans for use and development. [Pre-1995 Recodification Citation: 13-2-26-6.]
