(a)If a yellow dot decal is affixed to a motor
vehicle that is involved in a motor vehicle accident or emergency
situation, an emergency medical responder or other responder on the
scene is authorized to search the vehicle compartment indicated under
section 8(2) of this chapter for a yellow dot folder.
(b)An emergency medical responder or other responder may use the
information contained in the yellow dot folder to:
(1)identify the program participant;
(2)ascertain whether the program participant has a medical
condition that may impede communications with the emergency
medical responder or other responder;
(3)communicate with the program participant's emergency
contact about the location and general condition of the program
participant; and
(4)consider the program participant's curr
