2. "County home", for purposes of IC 12-20, means a residential facility owned, staffed, maintained, and operated by a county government for eligible county residents who are able to perform activities of daily living with little or no assistance, including the following activities:
(1)Bathing.
(2)Dressing.
(3)Grooming.
(4)Walking.
(5)Using the toilet.
(6)Eating.
