§ 12-7-1-4 — No effect of P.L.9-1991 on rights, liabilities, penalties, crimes, or proceedings
P.L.9-1991 does not affect:
(1)rights or liabilities accrued;
(2)penalties incurred;
(3)crimes committed; or
(4)proceedings begun;
before January 1, 1992. Those rights, liabilities, penalties, crimes, and
proceedings continue and shall be imposed and enforced under prior
law as if P.L.9-1991 had not been enacted.
