If the township trustee determines that an
applicant or a member of the applicant's household who is granted
emergency township assistance under section 3(3) of this chapter may
be eligible for public assistance other than township assistance, the
applicant shall, not more than fifteen (15) working days after the date
that emergency township assistance was granted, file an application for
public assistance and comply with all the requirements necessary for
completing the application process for public assistance administered
by the division of family resources and county offices or another
