If the Indiana department of health, with
guidance and input from the office, identifies funds under section 1 of
this chapter, the Indiana department of health may develop a health
care plan and delivery system that uses the funds under the Medicaid
program to provide health insurance for individuals who would not
qualify for coverage under IC 12-15-2. The plan may include providing
insurance through the private health insurance system.
