3. Subject to any federal requirements under 20 U.S.C. 1431 et seq., for purposes of determining a family's income under section 17 of this chapter, a family is presumed to have an income that is not more than two hundred fifty percent (250%) of the federal income poverty level if the family is receiving benefits under any of the following:

(1)The Medicaid program.
(2)The Supplemental Nutrition Assistance Program (SNAP).
(3)The Temporary Assistance for Needy Families (TANF) program.
(4)Any other program approved by the division.
