(a)The board of public works of a city, acting for the city or acting jointly with the board of commissioners of the county in which the city is located, may proceed under IC 32-24 and has all powers of eminent domain granted in this chapter or any other statute to acquire interests in real property by purchase or condemnation for any of the purposes authorized by this chapter.
(b)Before the board of public works may purchase an interest in real property, either by the city or jointly by the city and the county in which it is located:
(1)the board of public works;
(2)the board of trustees, as provided in section 12 of this chapter; or
(3)the board of public works acting jointly with the board of commissioners of the county in which the city is located; must have the real property appr
