§ 11-102-4a

Any plan to change a municipal airport's physical facilities, including but not limited to construction of runways, additions to or relocation of runways, construction of terminals and of parking areas, shall be subject to a public hearing if such change:
(1)would affect the residents of any contiguous municipality in the use and enjoyment of their property;
(2)involves locating or relocating of a State, county, or municipal street or highway or part thereof by the airport authorities and such highway, or street, or portion thereof, so affected is situated within the corporate limits of any contiguous municipality; or (3) would affect any contiguous municipality in its carrying out of its governmental or proprietary functions.
