Additional powers of responsible public entities with respect to transportation projects.
(a)Each responsible public entity may exercise any powers provided under this Act in participation or cooperation with any governmental entity and enter into any contracts to facilitate that participation or cooperation without compliance with any other statute. Each responsible public entity shall cooperate with each other and with other governmental entities in carrying out transportation projects under this Act.
(b)Each responsible public entity may make and enter into all contracts and agreements necessary or incidental to the performance of the responsible public entity's duties and the execution of the responsible public entity's powers under this Act. Except as otherwise required by law, thes

(b) Each responsible public entity may make and enter into all contracts and agreements necessary or incidental to the performance of the responsible public entity's duties and the execution of the responsible public entity's powers under this Act. Except as otherwise required by law, these contracts or agreements are not subject to any approvals other than the approval of the responsible public entity and may be for any term of years and contain any terms that are considered reasonable by the responsible public entity. (c) Each responsible public entity may pay the costs incurred under a public-private agreement entered into under this Act from any funds available to the responsible public entity under this Act or any other statute. (d) A responsible public entity or other State agency may not take any action that would impair a public-private agreement entered into under this Act. (e) Each responsible public entity may enter into an agreement between and among the contractor, the responsible public entity, and the Illinois State Police concerning the provision of law enforcement assistance with respect to a transportation project that is the subject of a public-private agreement under this Act. (f) Each responsible public entity is authorized to enter into arrangements with the Illinois State Police related to costs incurred in providing law enforcement assistance under this Act.
