Text

A driver of a vehicle operated solely for the purpose of providing transportation for the elderly in connection with the activities of any public or private organization shall meet the following requirements:

(1)is 21 years of age or older;
(2)has a valid and properly classified driver's license issued by the Secretary of State;
(3)has had a valid driver's license, not necessarily of the same classification, for 3 years prior to the date of application. A lapse in the renewal of the driver's license of 30 days or less shall not render the applicant ineligible. The Secretary of State may, in his or her discretion, grant a waiver for a lapse in the renewal of the driver's license in excess of 30 days;
(4)has demonstrated his ability to exercise reasonable care in the safe operation of a
