The construction or maintenance, or both, on municipal streets on which such construction is authorized by law, of: (a) Official traffic control signals, or (b) Permanently mounted school crossing signals meeting the warrants and conforming to the specifications contained in the Manual authorized by Section 11-301 of The Illinois Vehicle Code.
