The provisions of Sections 9, 9a, 9b, and 9e of this Act do not apply within the geographical boundaries of home rule units that have adopted fire prevention and life safety standards by local ordinance, except with respect to State-owned buildings or State licensed facilities. Nothing in this Act prohibits any home rule unit from voluntarily adopting, in their entirety, the fire prevention and life safety rules adopted by the Office and enforcing those rules concurrently with the Office. Nothing in this Act prohibits the Office from inspecting State-owned buildings or State licensed facilities that are located within the geographical boundaries of home rule units.
