Except as provided by Section 5e of this Act, the State Construction Account Fund shall be used exclusively for the construction, reconstruction and maintenance of the State maintained highway system. Beginning July 1, 2026, of the investment income which is attributable to the investment of moneys of the State Construction Account Fund, 85% shall be deposited into the Northern Illinois Transit Authority Capital Improvement Fund and 15% shall be deposited into the Downstate Mass Transportation Capital Improvement Fund.
