Text

(a)It is a violation of this Act for any person to:
(1)possesses explosive material without having obtained a valid license or certificate under this Act;
(2)store explosive material without having obtained a valid storage certificate issued pursuant to this Act;
(3)transfer explosive material to a person who does not possess a valid license or certificate under this Act; or (4) obtain control over stolen explosive material knowing that the explosive material is stolen or under such circumstances where a reasonable person would believe the explosive material was stolen.
(b)A person convicted of a violation of paragraph (1), (2), or (3) of subsection (a) is guilty of a Class 3 felony unless otherwise exempted under Section 1005 or 2000 of this Act. A person convicted of a violation of
