Text

(a)No person shall qualify to hold a license who:
(1)is under 21 years of age;
(2)has been convicted in any court of a crime punishable by imprisonment for a term exceeding one year;
(3)is under indictment for a crime punishable by imprisonment for a term exceeding one year;
(4)is a fugitive from justice;
(5)is an unlawful user of or addicted to alcohol or any controlled substance as defined in Section 102 of the federal Controlled Substances Act (21 U.S.C. Sec. 802 et seq.);
(6)has been adjudicated a person with a mental disability as defined in Section 1.1 of the Firearm Owners Identification Card Act or the person's FOID card is suspended or revoked; or (7) is not a legal citizen of the United States or lawfully admitted for permanent residence.
