Other than the Federal Deposit Insurance Corporation, which shall derive its powers and perform its duties pursuant to the Federal Deposit Insurance Act and regulations promulgated thereunder, the receiver for a savings bank, under the direction of the Secretary, shall have the power and authority and is charged with the duties and responsibilities as follows:

(1)He or she shall take possession of and, for the purpose of the receivership, the title to the books, records, and assets of every description of the savings bank.
(2)He or she shall proceed to collect all debts, dues and claims belonging to the savings bank.
(3)He or she shall file with the Secretary a copy of each report that he or she makes to the court, together with such other reports and records as the Secretary may requir
