Whenever any person who receives proceeds from the sale of lottery tickets in the capacity of sales agent becomes insolvent, or dies insolvent, the proceeds due the Department from such person or his estate shall have preference over all debts or demands, except as follows:

(a)Amounts due for necessary funeral expenses;
(b)Amounts due for medical care and medicine during his most recent illness preceding death;
(c)Debts due to the United States;
(d)Debts due to the State of Illinois and all State and local taxes; and (e) Wages for labor performed within the 6 months immediately preceding the death of such deceased person, not exceeding $1,000 due to another person and provided further that such proceeds shall be nondischargeable in insolvency proceedings instituted pursuant to Chapter
