(a)There is hereby created the Illinois Educational Labor Relations Board. (a-5) Until July 1, 2003 or when all of the new members to be initially appointed under Public Act 93-509 have been appointed by the Governor, whichever occurs later, the Illinois Educational Labor Relations Board shall consist of 7 members, no more than 4 of whom may be of the same political party, who are residents of Illinois appointed by the Governor with the advice and consent of the Senate. The term of each appointed member of the Board who is in office on June 30, 2003 shall terminate at the close of business on that date or when all of the new members to be initially appointed under Public Act 93-509 have been appointed by the Governor, whichever occurs later.
