Under emergency conditions, an employee of a school district may clean or dispose of less than 3 linear feet or 3 square feet of friable or non-friable asbestos containing material in schools without meeting the definition of an "asbestos worker" as defined in this Act, provided the employee has completed the maximum asbestos awareness program provided for in federal law or rules. "Emergency conditions" for the purpose of this Section shall mean: 1) the facility is without heat, water, gas, or electric; or 2) the facility is unable to keep outside elements such as water from entering the interior of the structure; or 3) the dislodging or falling of less than 3 linear feet or 3 square feet of asbestos containing materials.
