It shall be the duty of the Board:
(1)to develop prescribed forms for filing statements of organization and required reports; (1.5) to develop a standardized form for requesting the redaction of the home addresses of officers of political committees in accordance with paragraph (3.5);
(2)to prepare, publish, and furnish to the appropriate persons a manual of instructions setting forth recommended uniform methods of bookkeeping and reporting under this Article;
(3)to prescribe suitable rules and regulations to carry out the provisions of this Article.
