There is hereby created the central postal system under the direction of the department of administration. The central postal system shall be under the supervision of a central postal system head who shall cause to be distributed all incoming mail and process all outgoing mail for all departments, agencies, institutions and offices of the state of Idaho which are housed and located within the capitol mall. The department of administration is authorized to add such personnel and to acquire such postal equipment as may be necessary to efficiently operate the central postal system.
