Except as herein otherwise expressly provided, no license shall be issued until an applicant has successfully passed an examination given by or under the supervision of the board, nor shall a license be issued to an applicant having habits or character that would justify revocation or suspension of his certificate. Each applicant must furnish minimum evidence that he is qualified to take the examination as required by this act. In addition the applicant must furnish evidence satisfactory to the board that the applicant possesses knowledge and skill of a character satisfactory to the board and indicating that the applicant is competent to practice scaling. Any person having the necessary qualifications prescribed in this act to entitle him to be licensed as a log scaler shall be eligible fo
