The board of trustees of Boise Community College District are hereby empowered, authorized and directed to convey and assign all property rights, contracts and other tangible and intangible assets of the district, and/or college to the state board of education as a succeeding board of trustees of said college provided in Section 2 of this act. The state board of education and the board of trustees of Boise Community College Ddistrict are hereby authorized and directed to confer between themselves and with third parties as may be necessary, to determine and agree upon appropriate means and methods to effectuate the orderly transfer of Boise College on January 1, 1969, as herein provided and each of said boards are hereby authorized and directed to have prepared and execute all instruments a
