At the time of committing a defendant to the custody of the director of the Iowa department
ofcorrectionsforincarceration,thetrialjudgeandprosecutingattorneyshall,andthedefense
attorney may, furnish the board of parole with a full statement of their recommendations
relating to release or parole.
