Copies of all advertisements, circulars, letters, or other materials disseminated by the
offeror or the target company, soliciting or requesting the acceptance or rejection of a
takeover offer, shall be filed with the administrator and sent to the target company or offeror
not later than the time the solicitation or request materials are first published, sent, or given
to the offerees. The administrator may prohibit the use of any materials deemed false or
misleading.
