1.Exceptastoproceduralprovisions, divisionIof2021IowaActs, ch. 165, doesnotaffect a pending action or proceeding or a right accrued before January 1, 2022, and a pending civil action or proceeding may be completed, and a right accrued may be enforced, as if division I of 2021 Iowa Acts, ch. 165, had not become effective.

2.If a penalty or punishment for violation of a statute or rule is reduced by division I of 2021 Iowa Acts, ch. 165, the penalty, if not already imposed, shall be imposed in accordance with division I of 2021 Iowa Acts, ch. 165.

3.In the event that any provision of this chapter is deemed to modify, limit, or supersede the federal Electronic Signatures in Global and National Commerce Act, 15 U.S.C. §7001 et seq., the provisions of this chapter shall control to the maxim
