Whenever a permit has been granted as provided in section 461A.70 and the commission finds that the municipality or corporation owning such permit cannot acquire at a reasonable costanynecessarylandorinteresttherein,thecommission,withtheapprovaloftheexecutive council, may condemn such land or interest therein as provided in chapter 6B. However, such condemnationshallbelimitedtolandandintereststhereinwhichwillbepermanentlysubject to and available for free public access and use, as provided in section 461A.71, or which will be required for a dam or other facilities necessary for the water recreational area.
