Sections 456A.23 through 456A.25 shall not be construed as authorizing the commission
to change any penalty for violating any game law or regulation, or change the amount of any
license established by the legislature, or to promulgate any open season on any fish, animal,
orbirdcontrarytothelawsofthestateofIowa, ortoextendexceptasprovidedinthischapter
any open season or bag limit on any kind of fish, game, fur-bearing animals, or of any birds
prescribed by the laws of the state of Iowa or by federal laws or regulations, or to contract
any indebtedness or obligation beyond the funds to which they are lawfully entitled.
