The department shall develop, sponsor, and assist in conducting local, regional, or
statewideprogramsforthereceiptorcollectionandpropermanagementofhazardouswastes
from households and farms. In conducting such events the department may establish limits
on the types and amounts of wastes that will be collected, and may establish a fee system for
acceptance of wastes in quantities exceeding the limits established pursuant to this section.
