Text
A permittee may sell, transfer, or assign a permit by conveying, leasing, or otherwise
transferring the ownership of the land described in the permit, but the permit does not
constitute ownership or absolute rights of use of the waters. The waters remain subject to
the principle of beneficial use and the orders of the director or commission.
