Any person who shall invoke the power and remedies of injunction against the department
torestrainorenjointhedepartmentfromenforcementofthecollectionofthetaxleviedherein
uponanygroundsforwhichaninjunctionmaybeissuedshallfilesuchproceedingsinacourt
of competent jurisdiction in Polk county, and venue for such injunction is hereby declared to
be in Polk county.
