Theprovisionsofthischaptershallbecontrolling,notwithstandinganythingtothecontrary
containedinanyotherlawofthisstate, orlocalordinance. Anyactionofamunicipalityorthe
governing body thereof in carrying out the purposes of this chapter, whether by resolution,
ordinance or otherwise, shall be deemed administrative in character, and no public notice or
publication need be made with respect to such action taken.
