Text
This chapter being necessary for the public health, public safety and general welfare, shall
be liberally construed to effectuate its purposes. This chapter shall be construed as providing
a separate and independent method for accomplishing its purposes, and except as provided
or necessarily implied shall not be construed as subject to or an amendment of any other law.
In particular, without limiting the generality of the foregoing, no restrictions or requirements
contained in this chapter shall be construed as applying to bonds issued pursuant to the
provisions of chapter 419. Nothing contained in this chapter shall be construed to limit the
powers and authority of privately owned utility companies or electric cooperatives under any
other law.
