Totheextentthatthebasicleviesundersection331.423areinsufficienttomeetthecounty’s needs for the following services, the board may certify supplemental levies as follows: 1. a. For general county services, an amount sufficient to pay the charges for the following:

(1)To the extent that the county is obligated by statute to pay the charges for:
(a)The costs of inpatient or outpatient substance use disorder admission, commitment, transportation, care, and treatment at any of the following:
(i)The alcoholic treatment center at Oakdale. However, the county may require that an admission to the center shall be reported to the board by the center within five days as a condition of the payment of county funds for that admission.
(ii)A state mental health institute, or a community-based public or
