1.Each rule, ordinance, or resolution in force within a county or within a city on the
effective date of the charter shall remain in force within that county or within that city until
superseded by action of the new governing body, unless the rule, ordinance, or resolution is
in conflict with a provision of the charter, in which case, the charter provision shall supersede
the conflicting rule, ordinance, or resolution. The governing body of a participating city or
county in office on the effective date of the charter shall retain its powers to adopt motions,
resolutions, or ordinances provided that such motions, resolutions, or ordinances do not
