Whenapersoncomplainstothedepartmentthattheratechargedorpublishedbyarailway
corporation, or the maximum rate fixed by law, is unreasonably high or discriminating, the
department may investigate the matter, and request the department of inspections, appeals,
and licensing to conduct a hearing. The department of inspections, appeals, and licensing
shall give the parties notice of the time and place of the hearing.
