1.A person who applies for a driver’s license or nonoperator’s identification card or for
renewal of a driver’s license or nonoperator’s identification card, and who is required by 50
U.S.C. app. §451 et seq. to register with the United States selective service system, shall be
registeredbythedepartmentwiththeselectiveservicesystem. Thedepartmentshallforward
to the selective service system in an electronic format the necessary personal information of
such applicant, notwithstanding provisions to the contrary in section 321.11, subsection 3.
2.An applicant’s submission of an application for a driver’s license or nonoperator’s
identification card or for renewal of a driver’s license or nonoperator’s identification card
