The Iowa higher education loan authority is created as a body politic and corporate. The
authorityisapublicinstrumentalityandtheexercisebytheauthorityofthepowersconferred
by this chapter is the performance of an essential public function. The authority is attached
to the college student aid commission for organizational and administrative purposes.
