a.The governor shall appoint the one nonvoting student member of the state board for
a term of one year if the student is enrolled in grade eleven or for a term of two years if the
student is enrolled in grade ten. The term shall begin and end as provided in section 69.19.
The nonvoting student member shall be appointed from a list of names submitted by the state
board of education. Students enrolled in either grade ten or eleven in a public school may
apply to the state board to serve as a nonvoting student member.
