Text
1.The department shall operate the state resource centers on the basis of net
appropriations from the general fund of the state. The appropriation amounts shall be the
net amounts of state moneys projected to be needed for the state resource centers for the
fiscal year of the appropriations. The purpose of utilizing net appropriations is to encourage
the state resource centers to operate with increased self-sufficiency, to improve quality
and efficiency, and to support collaborative efforts between the state resource centers and
providers of funding for the services available from the state resource centers. The state
resource centers shall not be operated under the net appropriations in a manner that results
in a cost increase to the state or in cost shifting between the state, the medic
