The department shall implement services and adopt rules pursuant to chapter 17A in a
mannerthatensuresthatthestateisthepayoroflastresort, andthatthedepartmentshallnot
makeanypaymentsforservicesthathavebeenprovideduntilthedepartmenthasdetermined
that the services provided are not payable by a third-party source.
