1.Notwithstanding section 8.39, subsection 1, without the prior written consent and
approval of the governor and the director of the department of management, the director
may transfer funds between the appropriations made for the institutions, listed as follows:
a.The state resource centers.
b.The state mental health institutes.
c.The state training school.
d.The civil commitment unit for sexual offenders.
2.The department shall report any transfer made pursuant to subsection 1 during a fiscal
quartertothelegislativeservicesagencywithinthirtydaysofthebeginningofthesubsequent
fiscal quarter.
